How will pedestrian safety be supported, especially at the York and Chapel intersection where concerns have been observed?

All intersections are being upgraded with features to improve safety for all users,
especially for pedestrians. In addition to signal retiming and optimization
for improve traffic flow and limiting congestion, the signals are programmed to give
pedestrians a head start of 3 seconds and additional WALK time. This allows the
pedestrians to enter the intersection before traffic, thereby increasing visibility and
reducing conflict with pedestrians. Additionally, the signals are also retrofitted with
touchless, Accessible Pedestrian Signals for pedestrians with disabilities. These signals
display audible cues for visually challenged pedestrians with Street names while
crossing. The project scope also includes enhanced signage including signage for
drivers alerting them to watch for pedestrians while turning. Finally, all intersections
will be upgraded with high-visibility crosswalks to improve pedestrian visibility and
safety.

How will community and stakheholder feedback be considered during the conversion process?

City staff will be available to share updates on a regular basis with Yale University and
affiliated stakeholders on a regular basis, as appropriate. This would include but not
limited to quarterly Yale meetings with both the Yale University and Traffic Safety
committees, Yale merchants meetings and any annual Yale University Infrastructure
meetings.

What is the plan for traffic enforcement and safety management, particularly in the early days/weeks following the conversion? This includes plans to address or correct driver behavior and support pedestrian safety.

Majority of the City’s Parking and Safety enforcement operations are Downtown.
TT&P Supervisors are available between 9AM and 5PM to assist with parking
enforcement. In field staff will continue Downtown enforcement operations with more
emphasis on Chapel Street after opening based on availability. While majority of the
safety improvements are already operational and we have observed both pedestrians
and drivers have acclimatized to the changes, the City is also evaluating the use of
Safety guards to assist with safety- subject to staff availability.

How is the City coordinating the Chapel Street conversion with upcoming two-way conversions on York and Elm Streets to help ensure traffic and safety impacts are thoughtfully managed across the broader area?

York Street project is currently in early design phase and has no funding identified. No future public engagement has been scheduled but the City will continue engagement
with Yale University and other stakeholders as design progresses. Elm Street is part of
the Bus Rapid Transit project and stakeholder engagement will be conducted by
CTDOT as part of on on-going study.
