Starting Sept. 15, cameras at seven initial locations will record qualifying red-light and speeding violations. For the first 30 days, registered owners of vehicles recorded committing a violation will receive a written warning by mail with no financial penalty. Civil fines begin Oct. 15.

No. These are civil violations. They do not add points to a driver's license and are not reported to insurance companies. The violation is issued to the registered owner of the vehicle and is not based on identifying the driver.

Locations were selected through the City's ATESD planning process based on documented traffic safety conditions and engineering analysis. Each location included in the program is subject to review and approval by the Connecticut Department of Transportation's Office of the State Traffic Administration (OSTA).

OSTA approved 15 locations in Fall 2025, consisting of 11 red-light locations and four speed locations. Seven locations are included in the initial rollout. The City's approved ATESD application remains active with OSTA for three years, allowing the City to continue implementation of the approved program during that period.

Automated enforcement is one component of New Haven's broader traffic safety work. The City is actively taking steps toward Vision Zero through street design, rebuilt intersections, corridor redesigns, leading pedestrian intervals and concurrent pedestrian crossings, speed feedback signs, quick-build traffic calming, education, and other safety initiatives. Automated enforcement is another tool available to help address dangerous driving and reduce traffic deaths and serious injuries.

The cameras capture photographic evidence and associated information necessary to document a potential red-light or speeding violation. The system is designed for automated traffic enforcement and the information collected is used for that purpose.

The program does not rely on identifying the driver or any other person. People appearing in captured imagery, including occupants of the vehicle or other people in the image, are blocked from view in the infraction materials. No person appears in the infraction that is issued. Enforcement is based on the vehicle and its registered owner, not the identity of the person driving.

No. The program is designed to capture and process potential traffic violations, not to create a record of all vehicles traveling through locations where cameras are installed. The program is focused on red-light and speeding violations.

Program data and images are protected and cannot be released to an outside party without City approval and proper legal authorization. Under the City’s agreement with NovoaGlobal, the City owns and retains oversight of program data and images. The vendor may use the information only for purposes associated with the City’s red-light and speed enforcement program and must notify the City of outside requests for
program information. Information is retained and destroyed in accordance with applicable legal requirements and the City’s agreement with the vendor.

City staff review instances captured by the automated enforcement system before a Notice of Violation is issued. A recorded event does not automatically result in a citation simply because it is captured by the camera system.

The violation is issued to the registered owner of the vehicle and does not depend on identifying who was driving. Because these are civil violations assessed to the registered owner, they do not result in driver’s-license points being assessed against a particular driver.

Information explaining how to contest a Notice of Violation will be provided with the notice. Additional information regarding the City’s contest and hearing process will be made available as the program’s administrative framework is established.

Automated enforcement provides consistent, location-based enforcement at documented traffic safety locations. It complements the City’s investments in street design, traffic calming, education, and other safety improvements as another tool for reducing dangerous driving and advancing Vision Zero.

The program was developed through the City’s Vision Zero Working Group and the Board of Alders process. The Connecticut Department of Transportation and Office of the State Traffic Administration subsequently reviewed and approved the City’s ATESD plan. New Haven is among a growing number of Connecticut municipalities with State-approved automated traffic enforcement programs. Current statewide program information is available directly from CTDOT.
